A Governor on His Swing?

Really perplexing usage in an article in The Athletic on Carlos Correa’s struggles with the bat and his benching this weekend to help clear his mind, quoting Astros manager A.J. Hinch thusly:

It’s looked like he’s had a little bit of a governor on his swing when he’s been up to bat. I haven’t seen him quite let it go really since his time off the DL.

    I think the quote must refer to a feature on some rental and fleet vehicles. On such a vehicle, a governor is an artificial control which caps its top speed. In context, I would guess he’s saying the swing is never getting to its full potential speed.
